FALL IN-SERVICE MEETINGS

The Second Thursday of the Month at the Salt Lake County Building(Mar 11, April 8, May 13, Aug 13, Sept 9, Oct 14) the following Monday at the Kaysville Rec Center and the Following Wednesday in Orem.

 

Thursday November 11 the Test for 2011 Certification will be offered at the Salt Lake County Building for those that have the requisite hours.

 

 

New Substitution Policy for Utah Youth games

 

Beginning with the Fall Season 2009, The Substitution policy for Utah Youth will be changed to allow substitutions to be made at any stoppage for ether team in accordance with Law 3.  Below is listed the procedure.  Keep in mind that every substitution must be made only with the Referee’s Permission.   The player or players to be substituted must be at the Center Line and ready to enter the field prior to the opportunity to sub and the substitution is at the referee’s discretion.  If the team with the re-start appear to want to get the ball back in play quickly (ether from a Throw-in or from a Free Kick) and the opponent want to sub, the referee can hold the sub for the next opportunity and allow the quick restart.  As always, time should be added in accordance with Law 7 for time lost due to Substitution.

 

Substitution Procedure
- A substitution may be made only during a stoppage in play
- The assistant referee signals that a substitution has been requested
- The player being substituted receives the referee’s permission to leave the field of play, unless he is already off the field of play for reasons that comply with the Laws of the Game
- The referee gives the substitute permission to enter the field of play
- Before entering the field of play, the substitute waits for the player he is replacing to leave the field
- The player being substituted is not obliged to leave the field of play on the halfway line
- Permission to proceed with a substitution may be refused under certain circumstances, e. g., if the substitute is not ready to enter the field of play
- A substitute who has not completed the substitution process by setting foot onto the field of play cannot restart play by taking a throw-in or corner kick
- If a player who is about to be replaced refuses to leave the field of play, play continues
- If a substitution is made during the half-time interval or before extra time, the process is to be completed before the second half or extra time kicks off.

 

 

USSF Referee Grades Explained

All referees affiliated with FIFA have a designated referee grade. The grade indicates the qualification of the referee to officiate at various levels of local, national and international soccer competition. There is a common misconception that these grades are related to elementary or secondary school grades - they're not, they are assigned by USSF.

Grade 1 Referees: Referees who officiate in the World Cup and international matches are designated as Grade 1.

Grade 2 Referees: Assistant Referees to Grade 1 Referees are designated as Grade 2.

Grade 3 and 4 Referees: In the United States competition at the national level (including professional soccer and MLS) requires Grade 3 or 4. Grade 3 indicates the referee's readiness to be considered for international service.

Grade 5 and 6 Referees: The highest level of competition within a state (amateur leagues beyond youth) requires a Grade 5 or 6 where Grade 5 indicates the referee's readiness to be considered for national service.

Grade 7 Referees: Grade 7 is an experienced referee in the state qualified to officiate all but the highest levels of amateur soccer.

Grade 8 Referees: Most referees begin their careers as Grade 8 having taken the entry training course.

Grade 9 Referees: Very young aspirants to refereeing may take an abbreviated training course and be registered as Grade 9 which qualifies them only for very young "small sided" matches (usually seven and eight year old players in six per team matches)

As referees advance to higher grades they are required to demonstrate their continued qualification for their grade through "maintenance" assessments and sustained high level competition experience. Each referee at Grade 7 or higher is also required to successfully pass a physical fitness field examination which includes distance, agility and speed tests (as set out in the Referee Administrative handbook). The results of this testing are recorded to fulfill part of the annual registration / recertification qualifications. In rare circumstances referees who fail to maintain their qualifications are "down graded" and this is reflected on their next registration.

 All state referees and grade 07 have an open invitation to participate!  Grade 08 referees will attend by invitation only!  Those interested in attending a monthly meeting for the elite referee please contact a menber of the SRC.

ATTENTION: All referees must wear the 2009 badge while they are doing games. We need to know if there are referees that they are doing games but are not registered for this year.  There is no insurance for them.
